Tendering in Local Government

Tendering by NSW local councils is governed by legislation and guidelines, including:

  • Local Government Act 1993 (NSW), Section 55
  • Local Government (General) Regulation, Part 7
  • Tendering Guidelines for NSW Local Government

Council also follows its own internal tendering procedures to ensure fairness, transparency and value for money

All Warrumbungle Shire Council tenders and quotations are managed online through Tenderlink.

You can use Tenderlink to:

  • View all current tenders and quotation opportunities
  • Download documentation
  • Lodge submissions

How Council Sources Goods and Services

Council requires goods and services to support a wide range of operations, including:

  • Administration and corporate services
  • Parks and facilities maintenance
  • Civil works and construction
  • Planning and development services
  • Community services and programs

Council may source these through:

  • Quotations
  • Preferred Supplier Agreements
  • Tenders

Requests for Quotation (RFQ)

For goods and services valued at less than $250,000, Council may issue a Request for Quotation (RFQ).

RFQ documents are usually a simplified version of a tender but still require the same level of care and attention. This includes providing:

  • Relevant insurances
  • Licences and certifications
  • Work Health and Safety documentation appropriate to the service being provided

RFQs can be approved under delegation and do not require a formal Council resolution.

Preferred Supplier Agreements

A Preferred Supplier Agreement (PSA) is a contractual arrangement between Council and a business that has met specific requirements.

Benefits of a PSA include:

  • Being recognised as a pre-approved Council supplier
  • Reduced paperwork for future quotations
  • Pre-agreed terms and conditions

To be approved, suppliers may need to provide evidence of relevant insurances, licences, and WHS systems.

Policies and Registers

Council’s procurement activities are guided by policies that support fair, ethical and transparent business practices. Our Statement of Business Ethics outlines Council’s expectations when working with suppliers, while the Procurement Policy explains how Council approaches purchasing and contract management. In line with legislative requirements, Council also maintains a Register of Contracts which lists contracts valued at $150,000 or more.
