Local Roads and Community Infrastructure Program - Phase 3

Program Overview

Over $3 million has been granted for various roads and community projects in towns across the Warrumbungle Shire that is set to improve infrastructure for community members.

“Funding has now been approved for eight (8) road and community infrastructure projects under the Australian Government’s Local Roads and Community Infrastructure Program Phase 3,” said Warrumbungle Shire Council Mayor, Councillor Ambrose Doolan. “This funding will allow various projects across multiple towns across the Shire to commence, improving road networks and community infrastructure, benefiting our community members.”

Projects that have been approved under the Local Roads and Community Infrastructure Program include:

  • Change rooms and equipment shed for No 3 Oval, Coonabarabran – allocation $585,000
  • Binnaway Tennis Courts – renovation and upgrade – allocation $261,000
  • Dunedoo Pool – new amenities building – allocation $900,000
  • Replacement of concrete causeways at various locations – allocation $556,732
  • Rehabilitation of two sections of Piambra Road – allocation $516,000
  • Castlereagh River, Coonabarabran Riverbank Revitalisation – allocation $75,000
  • Mendooran Tennis Court resurfacing – allocation $130,000
  • Lachlan Street, Baradine – shared pathway – Stage 1 – allocation $83,000

Works on these projects are set to get underway throughout 2022 and all projects are anticipated to be completed by end June 2023.

Federal Member for Parkes Mark Coulton said the funding provides the opportunity for Warrumbungle Shire Council to complete a number of key projects that will provide lasting benefits. “This will provide a vital boost for communities throughout the shire, backing local jobs and economic growth while delivering important projects that will benefit residents for years to come,” Mr Coulton said.

“Council would like to thank the Australian Government for funding these projects under the Local Roads and Community Infrastructure (LRCI) Program, we are excited to see these projects come to light,” Cr Doolan concluded.

The LRCI program supports local Councils to deliver priority local road and community infrastructure projects across Australia, supporting jobs and the resilience of local economies to help communities bounce back from the COVID-19 pandemic.

Change rooms and equipment shed for No 3 Oval, Coonabarabran

Project Overview

LRCIP Round 3 has contributed $585,000 towards the construction of a building to accommodate two (2) women's only change rooms for home and away teams at No 3 Oval as well as construction of a separate equipment shed for use by the local soccer club, rugby union club and cricket club.


Project Update

November 2023 

Design and Development Application
Council Staff and a planning consultant are presently focusing on preparation of the development application. The consultant will commence preparing the required drawings for the Development Application (DA) and Construction Certificate (CC) and then Council will utilise these drawings to advertise the tender in early 2024 for the construction of the modular building.

Powerline Relocation
The relocation of overhead powerlines has progressed to the design stage. A certified designer conducted a site survey to validate the route for the powerline cable through an underground trench to ensure the works are aligned with Essential Energy's easement requirements. The design works and the approval process with Essential Energy are expected to be completed by early 2024. Once approved, the next phase will be the underground cabling works which is expected to be carried out within the first quarter of 2024.

 

Binnaway Tennis Courts – renovation and upgrade

Project Overview

The scope of this grant funded project is to renovate the existing three (3) tennis courts by repairing the existing pavement and installing two synthetic tennis courts as well as one (1) multi-sport (netball, basketball and volleyball) court.  LRCIP Round 3 provided $261,000 towards the works. 


Project Update

December 2023

Binnaway Tennis courts were completed in December 2023 and Mendooran Tennis courts are proposed to start the last week of February 2024. 

 

Dunedoo Pool – new amenities building

Project Overview

The scope of this project is to replace the existing outdated amenities building with a new structure that meets current standards making it suitable for all pool users. It features female and male change rooms with toilets and showers, and two accessible change rooms with toilets and showers.  Project budget is $900,000 of LRCIP Round 3 funds.

Negotiations with the contractor have wrapped up. Engagement with pool users on the preferred design is scheduled for November 2023. 

 

Replacement of concrete causeways at various locations

Project Overview

Eight causeways will be replaced as part of this program. The causeways are located on Mitchell Springs Road, Newbank Lane, Ropers Road, Napier Road, Neible Siding Road and Rotherwood Road.

November 2023

Newbank Lane causeway at Baradine has now been completed and is open to traffic. Council is still awaiting a Fisheries Permit to start on the Rotherwood Road causeway. 

 

Rehabilitation of two sections of Piambra Road

Project Overview 

This project will be the rehabilitation of two sections of Piambra Road as the pavement has failed at the curve north of Mooren Road and near the intersection with Gamble Road.


Project Update

November 2023 

Piambra Road drainage is complete and the box culverts and headwall are set in place. Council staff and contractors have commenced the roadworks for Stage 2 of the project, which is expected to take approximately 4 weeks subject to weather conditions.  

 

Castlereagh River, Coonabarabran Riverbank Revitalisation

Project Overview

As part of the Local Roads and Community Infrastructure Program Phase 3, Council secured $75,000 for the Castlereagh River Coonabarabran Revitalisation Project. The project will see the removal of exotic weeds in degraded riparian areas, accompanied by revegetation with locally native species.  This revitalisation of the riverbank will improve fish habitat and water quality along the Castlereagh River.


 

 

Mendooran Tennis Court resurfacing

Project Overview

The scope of this project is to renovate the four (4) existing tennis courts by repairing the existing pavement and installation of synthetic turf surfacing. 


Project Update

April 2024

During April the old, cracked and wearing surface was removed and the base repaired and built up to the required level. The next milestone to be achieved will be for the new synthetic surface to be installed. The project is progressing within the timeframe expected.

 

Lachlan Street, Baradine – shared pathway – Stage 1

Project Overview

Local Roads and Community Infrastructure Program Phase 3 (LRCIP -3) grant funded $83,000.00 to construct a new shared pathway at Lachlan Street, Baradine. The shared pathway will be constructed by Council during the period of October 2022 to June 2023 in accordance with the funding agreement. This is Stage 1 of the shared pathway. Future stages will be dependent on securing additional grant funding.


Project Update

November 2023

A community engagement session about a revised concept plan with Baradine residents occurred on 31 October 2023. No objections were raised regarding the proposed concept plan and staff are in the process of preparing design drawings for the construction phase. Physical works are scheduled to commence in February 2024.
