Project Overview
Rotherwood Road is a sealed rural road that serves local residents, agricultural areas, and connects regional transport links. At the point where Starkeys Creek crosses the road, the existing drainage infrastructure is inadequate. The low-level crossing is vulnerable to overtopping during even moderate rainfall events, resulting in flooding, pavement damage, and hazardous conditions for road users.
The purpose of this project is to construct a reinforced concrete box culvert and upgrade the pavement over and adjacent to Starkeys Creek.
The project is proudly funded by the NSW Government’s Local Government Recovery Grants - Natural Disaster Program AGRN1034 and delivered by Council.

Project Updates
Works on the Rotherwood Road box culvert project is now complete.
The newly constructed box culvert reopened to live traffic on 4 August 2026, restoring access along Rotherwood Road following the successful completion of construction works.
The project involved removing the existing flood-damaged causeway and constructing a new box culvert incorporating a fish passage. This design improves environmental outcomes and waterway connectivity while providing a more resilient crossing for the community.
Construction was completed over a three-month period by Toisch Pty Ltd.
