Binnaway Sewerage Scheme Community Update

Council is providing an update to the Binnaway community following the completion of a concept design and associated business case for the proposed Binnaway Sewerage Scheme.

The concept design and business case were adopted by Warrumbungle Shire Council at the December 2025 Ordinary Council Meeting.

Binnaway currently does not have a reticulated sewerage system, with sewage managed on-site through septic tanks and absorption trenches. The proposed sewerage scheme aims to provide a long-term, sustainable wastewater solution for the township.

Under the concept design, the proposed service area would include all properties connected to the Binnaway Water Supply Scheme, excluding those located on the western side of the Castlereagh River.

The system would utilise vacuum reticulation technology to collect and transport sewage from properties through a network of pipes to a central Sewerage Treatment Plant (STP). Wastewater would then be treated at the facility before being safely irrigated to land.

The estimated total capital cost of the project is approximately $16.724 million.

Due to the significant cost of constructing the scheme, Warrumbungle Shire Council has determined that the project will only proceed if external capital funding equivalent to 75 per cent or greater of the total project value can be secured.

Warrumbungle Shire Council Mayor, Councillor Kathryn Rindfleish said, “the completion of the concept design and business case was an important step in planning for Binnaway’s future infrastructure needs.”

“This work provides Council with a clear understanding of what would be required to deliver a sewerage scheme for Binnaway and the investment needed to make it happen,” Cr Rindfleish said.

“While the project represents a significant cost, it is important that Council continues to plan ahead and investigate opportunities that could support essential infrastructure improvements for our communities.”

Council will now investigate a range of potential funding opportunities through state and federal government programs to support the project.

The Binnaway community will be kept informed as further developments occur.
