Stop and Play Project, Coonabarabran

Project Overview

Grant funding will be used to undertake minor earth works, construction of access pathways, installation of surfaces suitable for disabled access, softfall in required areas, supply and installation of equipment including 'Liberty Swing', roundabout, children's' 'learn to ride' cycling area, musical instruments, circular accessible swing and adult stationary fitness equipment.

Additionally, the area will be fenced to provide safety from the nearby river and as the area is quite open, shade will be constructed over the main equipment space.

The Stop and Play Park Coonabarabran has been closed due to a safety issue that has been identified. Council alongside the Stop and Play Community Group (SPCC) are working together to rectify this matter. 

“Essential Energy has identified a safety issue with proximity of the power lines to the new Stop and Play Park in Coonabarabran,” said Warrumbungle Shire Council Mayor, Councillor Ambrose Doolan. “For the safety of the community, Council has decided to close the park until this issue has been rectified.”

In 2019, Council received funding from the NSW Government under the Stronger Country Communities Fund Round 3. Since obtaining the funding Council has been working closely with the Stop and Play Community Group (SPCC) to design an accessible Stop and Play Park for the Coonabarabran Community. 

Several sites were considered for the placement of this new facility, with the priorities being a level site that was in close proximity to the Newell Highway and already existing toilets. After site inspections and design concepts were secured, two (2) industry accredited contractors were engaged to undertake this scope of works on behalf of Council. 

“Council has been seeking guidance from Essential Energy to resolve the safety issue and will now seek further options and quotations from an Accredited Service Providers to relocate the powerlines around the Stop and Play park,” Cr Doolan explained. 

“We understand that this is not the favorable outcome now this project has been completed, as we know the community is excited to use this great facility, but Council is working hard to resolve the issue as efficiently as possible. In the meantime, Council has had no option but to close the Stop and Play Park to ensure the safety of all our community members,” Cr Doolan concluded. 

Council will provide updates on the status of this project as they investigate, develop and work towards a preferred outcome. 


January 2023

The Stop and Play Playground at Neilson Park, Coonabarabran was successfully re-open to the public just in time for Christmas. The long-awaited playground has been closed to the public for close to 12 months while Council resolved the powerline issue, ensuring the site was safe for use. Appreciation is extended to all the Council staff and community volunteers who supported this project until its completion.
