Keeping Fees Down for Warrumbungle Waste

Warrumbungle Waste has undertaken a series of changes this year as part of a six month trial, with the aim to keep charges low and improve efficiencies for general waste and recycling services.

 

The changes have reduced costs of handling and transferring general waste and recycling materials from the various transfer stations across the shire to the Coonabarabran Landfill and Recycling Centre.

Residents utilising the rural-run kerbside pickup service for recyclables have embraced the move towards the use of 240L mobile recycling bins in lieu of the smaller recycling crates. The proportion of recycled materials received has increased, largely due to the ease by which residents can sort their waste in the home.

The change in receptacle size for recycling has improved efficiencies and worker safety, reducing the risk of injury to operators working on roadsides. 

Warrumbungle Waste is also reviewing facilities to sort recyclable material to identify cost savings, and to accommodate the introduction of the state-wide Container Deposit Scheme being introduced in July 2017.

As part of a trial until the end of December, Waste Transfer stations have seen the large open skip bins replaced with mobile garbage bins and smaller 1100L plastic skip bins for receival of general waste.  This has reduced costs of operations substantially as current waste trucks can be used to transfer waste to the Coonabarabran landfill rather than sourcing additional equipment or contractor services required for the larger skip bins.

In the first quarter from July to September this year, there has been over $65,000 in savings, enabling waste charges to be kept constant, employing 12 staff and increasing the volume of recycling materials received.  More recycling means less waste going to landfill, further reducing costs and benefiting the environment.

Council has also been receptive to feedback received on the changes to Warrumbungle Waste facilities.  Plastic skip bins have been introduced at waste transfer sites in addition to the mobile garbage bins following comments by residents on the difficulty of depositing larger and bulkier items in the mobile garbage bins.

Warrumbungle Waste must operate under legislative requirements, which includes operating as a fee for service.  As such, all rateable assessments across the shire are charged an annual $100 waste management fee.  Kerbside collection services are an additional charge. 

Delivery of general waste to transfer stations is free for the first mobile garbage bin per weekly visit, whilst sorted domestic recyclables and green waste are no charge. The Warrumbungle Waste team are available onsite to assist residents with sorting and depositing their waste, including larger items, during opening hours.

Warrumbungle Waste endeavours to provide waste and recycling services as efficiently as possible. The initial trial period indicates user charges will not increase due to cost savings from implementing changes at Waste Transfer Stations since July.
