Draft Code of Meeting Practice

The draft Code of Meeting Practice for Warrumbungle Shire Council is currently on public exhibition.

The Code sets the procedures to be followed at all meetings of Council. All councils in NSW must adopt a Code based upon the Model Code of Meeting Practice set by the NSW Office of Local Government.

Warrumbungle Shire Council Acting Mayor, Councillor Aniello Iannuzzi said that “there are four key changes to the existing Code of Meeting Practice”.

Cr Iannuzzi explained, “The amendments to the Code of Meeting Practice include requirements for all councils to webcast meetings of the council and committees as of 14 December 2019; all voting to be recorded in the Minutes with names of councillors who voted for and against each motion or amendment, including any casting vote; and an identified source of funding for any notices of motion requiring the expenditure of funds on works or services other than those already provided in the adopted operational plan.”

“Significant changes will be made in the public forum Part of the Code of Meeting Practice which will allow public forums to be held only before the commencement of a Council meeting. Speakers will only be permitted to address items of business to be considered at the meeting; that is, the item must be included in the Business Paper of the meeting following the Public Forum”, said Cr Iannuzzi.

Cr Iannuzzi concluded by saying, “members of the public are encouraged to view the draft Code of Meeting Practice at Council’s office buildings in Coolah and Coonabarabran, in libraries, or on Council’s website.”

The draft Code of Meeting Practice is on exhibition until 23 April 2019. Submissions are open until Monday, 6 May 2019. Submissions may be made by post to The General Manager, PO Box 191, Coonabarabran, NSW, 2357 or by email to info@warrumbungle.nsw.gov.au.
