Developer Contributions Plan S7.12

Take the opportunity to have your say on proposed changes for the Developer Contributions Plan Section 7.12.

“The existing Developer Contributions Plan, Section 94A, is now being replaced with Section 7.12 as many of the projects listed in the original work schedule have either been complete or no longer relevant,” said Warrumbungle Shire Council Mayor, Councillor Ambrose Doolan. “Council is encouraging residents and industry professionals to view the exhibition material as some proposed changes may affect you.”

The new draft Developer Contributions Plan Section 7.12 applies a contribution levy condition on certain development consents and complying development certificates, in line with section 7.12 of the Environmental Planning and Assessment Act 1979. Contributions are used to provide infrastructure to support development, such as new footpaths, upgrades to park amenities, upgrades to sporting facilities like ovals and pools, and improving streetscapes.

“For a Council to levy development contributions towards community amenities, it is necessary to have a contributions plan. The plan includes the proposed levy contributions and a list of proposed projects,” Cr Doolan explained.  

The following development cost and levy rate percentages are proposed:
Cost of Development Contribution levy rate % 
All development valued at $100,000 or less 0.0%
All development valued at $100,001 up to $200,000 0.5%
All development valued in excess of $200,000 1.0%

“The draft Developer Contributions Plan Section 7.12 is now on public exhibition and Council is encouraging residents to review the plan and submit comments during this time,” Cr Doolan concluded. 

The plan can be viewed online at Council’s website under the Have Your Say Tab or at Council’s offices in Coonabarabran and Coolah. Submissions will be received until 4:00pm Monday 13 September 2021.
